第八届“21世纪城市发展”国际会议二号通知

第八届“21世纪城市发展”国际会议将于2019年12月7-8日在武汉召开,会议主题为“资源管理·空间规划”。论文截稿时间为2019年10月31日。

建设生态文明是中华民族永续发展的千年大计。为统一行使全民所有自然资源资产所有者职责,统一行使所有国土空间用途管制和生态保护修复职责,着力解决自然资源所有者不到位、空间规划重叠等问题,2018年4月,自然资源部挂牌成立并同时提出“强化国土空间规划对各专项规划的指导约束作用,推进多规合一,实现土地利用规划、城乡规划等有机融合”。

为了建设一个富饶而美丽的中国、给子孙后代留下山青水秀的好风光,在新时代背景下,自然资源相关工作者需要树立和践行绿水青山就是金山银山的理念,统筹山水林田湖草系统治理,秉持新发展理念,凝心聚力,久久为功,走出一条绿色发展之路,成为共建全球生态文明的重要力量。基于国家生态文明建设的需要,在优先保护国土资源、着力践行绿色发展的理念指导下,如何有效推动资源管理与空间规划在理论和实践上的深度融合?城镇化步入一个新的阶段以后,在资源有效管理的前提下,空间规划应该如何实现自身的范式转型?

在规划实践与理论之间搭建起科学理性的桥梁是一项历史性任务,需要每一位规划工作者勉励行之。我们既要兼顾资源管理的责任,更要坚守空间规划本职,用规划绘就青山绿水、诗意栖居的美丽中国,实现我国国土资源与城乡空间的永续发展。

The8th“21stcentury urban development” international conference

Second notification

The 8th “21st century urban development” international conference will be on 7-8 December, 2019 in Wuhan. The conference theme is “resources management & spatial planning”. The deadline for conference paper submission is 30 September, 2019.

Since industrial revolution, human settlements and cities have experienced tremendous changes. With this historical change also come the pressing environmental and ecological challenges. These problems have now been alleviated in the developed countries, but the developing countries, particularly those countries being experiencing rapid urbanization such as China are still struggling with serious pollution problems and suffering from the disastrous consequences. In this sense, green revolution as a new development paradigm has now been widely advocated across the globe to counter these challenges and to improve the wellbeing of our human society.

China, as a typical rapidly-urbanizing country with typical development challenges are now striving for transformation in almost every aspect. To this goal, China has stated its ambition to construct ecological civilisation and regards it as the principle for land use and urban development. Accordingly, the planning system in China has also been reconstructed recently. In April 2018, the Ministry of Land and Resources (MLR) of the People's Republic of China (PRC) was established. The central idea is to manage natural resources, govern land use, preserve the environment and solve problems such as inconsistence, conflicts and overlapping among different plans and planning systems. The MLR called for the top-design status and control role of spatial planning in national land use activities and the integration of different planning practices. The idea of prioritising strict control of land resources and developing sustainability has become the new guiding principle.

In this context, promoting efficient resources management and spatial planning in both theory and practice have become an important issue. In the new transformational stage of urbanisation, what can we do to transform the traditional china’s planning system? What can we learn from the developed countries? How can we build up a new spatial planning system which has common values with other countries and at the same time fits to the context in China? And how can this new system improve the use effectiveness of land and other resources and reverse the environmental and ecological deterioration so that we can turn to a more effective and greener development track?

The conference will focus on the following sub-topics for discussion:
